In a recent investigation, alarming fire safety issues were discovered in high-rise residential buildings across Nanjing. On January 2nd, a serious fire broke out in the upper part of Chuncheng New Town. When firefighters arrived, they found that the fire hydrants were completely dry. This incident highlights a growing concern: despite frequent fires in homes, many residents and property managers have neglected the importance of maintaining fire safety systems.
During a week-long visit to several high-rise communities in Nanjing, reporters from Yangzi Evening News uncovered shocking conditions. In some areas, fire hoses had not been replaced for over 14 years, and fire extinguishers dating back to 1998 were still being used. These findings reveal a critical lack of attention to fire safety in residential buildings.
At Yinxiang Apartment, built in 1998, residents remember a fire that occurred years ago. A family forgot to turn off the stove, leading to a fire that spread quickly through the building. When the fire department arrived, they struggled to get enough water pressure to control the flames. Although the fire was eventually contained, the incident left many residents deeply concerned about their safety.
Chen Xiaofeng, a long-time resident, expressed her worry about the outdated fire equipment. She noted that the fire hoses in her building had not been changed in over a decade. When the reporter visited Building No. 1, they found the fire hydrant boxes covered in dust, with no signs of maintenance or inspection. “These hoses have never been checked since they were installed,†she said.
In Yee King Garden, another old community, a bicycle was placed upside down in front of a fire hydrant, blocking access. The property management admitted that such issues are common, but they lack the authority to enforce regulations. “We’ve tried to remind people, but nothing has changed,†a staff member said.
At Chengyin Street, a “safety community†plaque hung at the entrance, yet the fire extinguishers on site were over 16 years old. One extinguisher had its last inspection date marked as May 1998, indicating it had never been maintained. This raises serious concerns about the reliability of these devices during an emergency.
In Houzaimen Dongcun, fire hydrants were sealed with iron plates to prevent theft. While this may deter thieves, it also makes it impossible to access the equipment in case of a fire. Property managers claimed this was done to protect the facilities, but it leaves residents vulnerable.
When asked about responsibility, property managers explained that fire safety is not included in their service fees. They lack both the expertise and funding to properly maintain fire equipment. Some communities even rely on external agencies, but regular inspections by fire departments are rare.
Fire officials acknowledged the challenges, citing limited staffing and resources. They suggested residents contact local police stations, which often have designated fire safety officers. However, many communities reported no recent inspections.
CPPCC member Li Xiaoxia called for urgent action, including large-scale inspections, mandatory annual reviews of fire equipment, and better funding through housing maintenance funds. She emphasized that fire prevention must be a priority, as neglect can lead to irreversible consequences.
This report underscores the urgent need for improved fire safety measures in high-rise residential buildings. Without proper maintenance and oversight, residents remain at risk, and the consequences could be devastating.
