AQSIQ intensifies construction of material inspection

On March 18, the State Administration for Market Regulation (formerly AQSIQ) announced a series of intensified efforts to combat counterfeit and substandard products in 2024. The focus will be on key areas such as affordable housing construction, where materials like “powder bricks,” “thin steel bars,” and “floor bars” have been found to pose serious safety risks. These materials often fail to meet national standards, endangering the structural integrity of buildings. In addition to construction materials, the administration has launched a special campaign targeting children’s products that directly affect health and safety. This includes toys, car seats, children's clothing, footwear, and educational tools. The goal is to ensure these products are free from harmful substances and meet strict quality standards. Any products found to be unsafe or non-compliant will be recalled, and manufacturers will face severe penalties. The crackdown also extends to other essential goods, including food, beverages, and daily necessities. Five major anti-counterfeit campaigns have been launched, focusing on critical sectors such as steel, chemical fertilizers, and automotive brake fluids. Companies found violating quality regulations will face harsher punishments, including fines, power cuts, and even business closures. The importance of quality in public projects cannot be overstated. The administration emphasized that this year’s efforts will prioritize ensuring safe and reliable building materials, especially for low-cost housing. They will conduct rigorous inspections to prevent substandard materials from entering the market. Measures like unannounced inspections and increased penalties aim to deter illegal practices. Moreover, companies previously identified with quality issues will undergo a “review” process this year. Authorities will closely monitor their compliance and address any recurring problems. Ineffective enforcement, regional quality concerns, and local protectionism will be scrutinized, with audit recommendations issued to improve accountability. As part of the broader effort, the Ministry of Public Security and the administration jointly released 10 high-profile cases from 2023 involving the production and sale of counterfeit construction materials. These included fake steel, inferior wiring, and substandard cement, with some cases involving nearly 100 million yuan in illegal profits. Over the past year, more than 3,400 cases were investigated, leading to over 8,500 arrests and the dismantling of nearly 4,700 illegal manufacturing sites. This comprehensive approach reflects a renewed commitment to protecting consumers and maintaining the integrity of the market. By combining stricter regulations, enhanced inspections, and stronger legal actions, the administration aims to build a safer and more trustworthy environment for all.
