In the past 10 years or so, China will form about 100 high-tech industries in the fields of information, biology, aerospace, new materials, new energy, ocean and other high-tech industries, with distinctive industrial characteristics, strong innovation capability, perfect industrial chain, and output value exceeding 1,000. A professional high-tech industrial base of 100 million yuan has formed a number of comprehensive national high-tech industrial bases with international advanced level, which has greatly increased the proportion of national high-tech industrial base property value to the total output value of high-tech industries in the country. Forming an important carrier for the development of China's high-tech industry, it has become an important engine for industrial structure upgrading and regional economic development.
The National Development and Reform Commission recently issued the "Guiding Opinions on Accelerating the Development of National High-tech Industrial Bases" and put forward the above-mentioned goals for the development of national high-tech industrial bases.
To achieve this goal, the National Development and Reform Commission has proposed six major tasks to accelerate the development of the national high-tech industrial base. These include: substantially increasing investment in base research and development, expanding the scale of high-tech industrial bases, accelerating the cultivation of a number of leading enterprises with independent intellectual property rights and international competitiveness, and actively promoting the development of innovative small and medium-sized enterprises.
The National Development and Reform Commission requires that the people's government of the local high-tech industrial base should study and set up special funds to support the construction of the base according to local financial resources and actual conditions, and coordinate the procedures for land and environmental protection in the construction projects of the base and the base. The National Development and Reform Commission will grant certain funds to the national high-tech industrial bases for innovation capacity infrastructure, public service conditions, industrialization and other projects.
In terms of capital market financing, priority is given to supporting eligible enterprises in the national high-tech industrial base to be listed on the domestic main board, SME board and GEM. Support qualified enterprises in the national high-tech industrial base to issue corporate bonds. Enterprises with qualified conditions in the national high-tech industrial base will enter the securities company's agency system to carry out pilot work on share transfer. Support financial institutions to implement financial innovation pilots in national high-tech industrial bases, and establish and improve investment and financing guarantee systems for small and medium-sized high-tech enterprises.
