The promise of "red uniforms"

On April 27th, Hu Xuewei, the safety officer from the Dalian project department of the Seven Projects, was once again dressed in his signature red uniform. Equipped with a four-in-one gas detector, he boarded a bus heading to the site, ready for another demanding day at work. With over a decade of on-site experience, Hu is responsible for overseeing safety at the MTBE plant within the old factory area of Dalian Petrochemical. Every day, he moves between different work zones, ensuring that all construction activities are carried out safely and efficiently.

By early morning, Hu arrived at the construction site on time. After checking the personal protective equipment (PPE) of all workers, he began his daily tour of the facility. "The MTBE plant renovation is the first major shutdown inspection and reconstruction project for Dalian Petrochemical," Hu explained. "It carries high risks, and safety supervision is extremely challenging. We face a lot of pressure." At the start of the year, the project team conducted a thorough risk assessment across all areas and developed detailed management strategies. The 32-page HSE plan covers all potential hazards and challenges, making safety the top priority throughout the entire construction process.

"Make sure your safety helmet is properly fastened!" Hu reminded the workers as they prepared for their tasks. In his approach to safety, Hu follows what he calls the "safety six-step method": observation, praise, discussion, communication, inspiration, and gratitude. He believes that the attitude of safety personnel plays a crucial role in fostering a positive working environment. As a friend rather than an authority figure, he aims to build trust and mutual respect with the workers, encouraging them to be proactive about safety.

In the MTBE installation area, Hu inspects 55 wells and 36 blind flanges every day, carefully documenting each check. He also climbs up and down a 60-meter-tall tower several times a day. During these inspections, he often identifies potential issues and immediately alerts the workers, ensuring that any problems are corrected right away before he moves on.

As rain began to fall, most of the construction teams had returned to the camp. However, the excavation of underground pipe trenches in the civil works continued. Hu stayed behind to supervise the digging operations, determined to maintain safety standards even in the wet weather. His dedication to his role never wavered, no matter the conditions.
