The promise of "red uniforms"

On April 27th, Hu Xuewei, the safety officer at the Dalian project department of the Seven Projects, was dressed in his usual red uniform. He carried a four-in-one gas detector and boarded a bus heading to the site for another busy day. With over ten years of on-site experience, Hu is primarily responsible for the safety management of the MTBE area within the old factory zone of Dalian Petrochemical. Every day, he moves between different work locations, ensuring that all construction activities are conducted safely.

Early in the morning, Hu arrived at the construction site on time. After checking the attire and personal protective equipment of all workers, he began his daily tour of the factory. "The MTBE plant transformation is the first shutdown inspection and reconstruction project for Dalian Petrochemical," Hu said. "It's a high-risk operation, and safety supervision is extremely challenging. We feel a lot of pressure." At the start of the year, the project team analyzed risks across different areas and developed corresponding management strategies. The 32-page HSE plan is thorough, covering detailed assessments of potential challenges and hazards, with safety being the top priority throughout the project.

"Make sure your safety helmet is properly fastened!" Hu reminded the workers as they prepared for their shift. In his safety management approach, Hu follows what he calls the "safety six-step law": observation, praise, discussion, communication, inspiration, and gratitude. He believes that the attitude of safety personnel plays a crucial role. As a friend, he aims to build trust and encourage workers to take safety seriously through positive engagement.

In the MTBE installation area, Hu inspects 55 wells and 36 blind flanges every day, keeping detailed records. He also climbs up and down a 60-meter-tall tower five or six times a day. During these inspections, he often identifies issues and immediately addresses them with the workers, ensuring that any problems are corrected before leaving the site.

Light rain fell throughout the day, and while most of the construction crew had returned to the camp, the excavation of underground pipe trenches in the civil works continued. Hu remained on site to oversee the digging operations, showing his dedication despite the weather. His presence ensured that safety standards were maintained even in less-than-ideal conditions.
