The meeting pointed out that the development of circular economy is a major strategic task for China's economic and social development, and an important way and basic way to promote the construction of ecological civilization and achieve sustainable development. In the next period, we must focus on improving the resource output rate, improving the incentive and restraint mechanism, actively constructing a recycling-oriented industrial system, promoting the industrialization of renewable resources utilization, promoting green consumption, and accelerating the formation of a resource recycling system covering the whole society.
The meeting discussed and adopted the "12th Five-Year Plan for Circular Economy Development", which clarified the main objectives, key tasks and safeguard measures for the development of circular economy.
(1) Building a recycling industrial system. In the industrial field, we will promote circular production methods to promote clean production, source reduction, energy cascade utilization, water resource recycling, waste exchange and utilization, and land conservation and intensive use.
(2) Constructing a circular agricultural system.
