The Zhejiang photovoltaic industry, which has always relied on exports, may be able to get rid of this embarrassing situation in the future. Recently, the price of solar photovoltaic power generation, which has been pending, has finally reached the dust. The National Development and Reform Commission officially issued a unified tariff for photovoltaic power generation on a nationwide basis. In the future, the project approval period will be set at 1.15 yuan per kWh (including tax, the same below). ) and 1 yuan per kWh.

The industry believes that this move may open the commercialization era of domestic photovoltaic power generation. Since the beginning of this year, with the adjustment of national policies, the international PV market has begun to decline, and the lack of end markets has caused the bubble accumulated in the second half of last year to burst rapidly.

Under this circumstance, the accelerated start of the domestic market is tantamount to injecting a powerful potent agent into many PV companies in Zhejiang.

Domestic PV market started “speed up”

At the beginning of this month, the National Development and Reform Commission issued the "Notice on Improving the On-grid Electricity Price Policy for Solar Photovoltaic Power Generation", "The PV power generation price will be approved before July 1, 2011, and will be completed and put into operation on December 31, 2011. For solar photovoltaic power generation projects, the on-grid tariff is uniformly approved at 1.15 yuan per kWh.

Solar photovoltaic power generation projects approved on or after July 1, 2011, and solar photovoltaic power generation projects approved before July 1, 2011 but not yet completed and put into operation as of December 31, 2011, except for Tibet, still implement 1.15 kWh per kWh. In addition to the on-grid tariff of the yuan, the on-grid tariffs of the remaining provinces (autonomous regions and municipalities) are executed at RMB 1 per kWh. ”

Previously, the on-grid tariffs of solar photovoltaic power generation projects were determined by the “one-on-one discussion” bidding method. Among the 13 projects for the second round of solar photovoltaic concession bidding conducted in August last year, the lowest on-grid tariff was 0.7288 yuan/kWh, and the highest on-grid tariff was 0.9907 yuan per 10 million hours.

Zheng Ce, chairman of Wenzhou Jingri Photovoltaic Technology Co., Ltd., believes that the National Development and Reform Commission has clearly defined the benchmark electricity price for photovoltaic power generation, which is a good signal to support and develop the domestic photovoltaic industry. "Uniform Price" Improves Enterprise Investment Efficiency

In recent years, Zhejiang Capital has shown a clear preference for the photovoltaic industry. According to statistics, in September last year, the number of PV companies in Zhejiang was 78, and by March of this year, the number had changed to 176. “At present, the number of photovoltaic enterprises in Zhejiang has exceeded 200,” said Shen Fuxin, secretary general of the Provincial Solar Energy Industry Association.

It is understood that the vast majority of new PV companies come from private capital. Many enterprises have crossed the border from traditional industries such as footwear, clothing and steel, and intend to seize the commanding heights of the emerging photovoltaic industry.

At present, more than 95% of Zhejiang PV module products are exported. "It is not that we do not want to do the domestic market. On the contrary, we are very optimistic about the prospects of the domestic market and have been waiting for relevant policies and measures to be in place as soon as possible." Zheng Ce said.

According to the current investment cost of photovoltaic power plants, the electricity price established by the National Development and Reform Commission allows enterprises to have considerable investment benefits. The yield is about 7.5%, which is already attractive for long-term investment.

Various capitals compete in the western region

Shen Fuxin said that the province will fully consider various cost factors when drafting the photovoltaic power grid price policy. At the same time, the original subsidy policy still applies before the local policies are introduced. In addition, the National Development and Reform Commission will adjust the basic benchmark electricity price in a timely manner according to factors such as changes in investment costs and technological progress.

As the leader of private enterprises in Zhejiang's photovoltaic industry, Qihui Sunshine participated in the Qinghai Photovoltaic 930 Project and undertaken the construction of 20 MW of photovoltaic power plants. Li Xianshou believes that the unification of on-grid tariffs will make the sunshine hours of photovoltaic power generation projects the key to profitability. Therefore, in the western regions with sufficient sunshine hours, such as Tibet, Xinjiang, Inner Mongolia and other places with a sunshine duration of 3,000 hours, it will become the core area for the capital competition.

At present, the company has allowed more than 100 megawatts of projects in China, and the areas are mainly concentrated in Gansu, Qinghai, Ningxia and Inner Mongolia.
