On December 25, the National Development and Reform Commission (NDRC) released its annual report on energy-saving performance across China’s provinces and autonomous regions for 2011. The report highlighted that some regions had met their annual energy-saving targets, while others lagged behind the broader goals set under the "Twelfth Five-Year Plan." Among the provinces that successfully completed their 2011 targets were Beijing, Tianjin, Hebei, Shanxi, Shanghai, Shandong, Henan, Hubei, Sichuan, and Guizhou. Meanwhile, several other regions, including Jilin, Heilongjiang, Anhui, Hunan, Guangxi, Chongqing, and Yunnan, also managed to meet their goals.
However, six provinces—Inner Mongolia, Liaoning, Jiangsu, Fujian, Jiangxi, and Guangdong—completed their annual targets but fell short of the progress required under the long-term "Twelfth Five-Year" plan. On the other hand, Zhejiang, a major economic province, was among the six regions that failed to meet their annual energy-saving goals. Other underperforming areas included Hainan, Gansu, Qinghai, Ningxia, and Xinjiang. Notably, Qinghai did not meet its target due to the impact of the Yushu earthquake, which disrupted energy management and infrastructure.
Experts from the NDRC and industry analysts pointed out several factors contributing to these outcomes. Yu Cong, director of the Energy Efficiency Research Center at the NDRC, noted that Zhejiang's failure to meet its targets was partly due to the implementation of large-scale national energy projects, particularly in cities like Ningbo, where petrochemical and heavy industrial projects significantly increased energy consumption.
Despite this, Zhejiang actually achieved its GDP energy consumption reduction target for 2011. However, its progress toward the overall "Twelfth Five-Year Plan" energy-saving goal remained far behind the fastest-performing regions, such as Beijing, which had achieved 38.58% of its target by the end of the year.
Han Xiaoping, Chief Information Officer of China Energy Network, explained that Zhejiang’s challenges were partly due to its relatively low starting point. In areas with lower initial energy consumption, it becomes more difficult to achieve significant reductions. Additionally, Zhejiang has fewer energy-intensive industries compared to other provinces, making it harder to meet aggressive energy-saving targets.
Looking ahead, the report emphasized that the success of the "Twelfth Five-Year Plan" would depend on aligning annual targets with long-term goals. With slowing macroeconomic growth in 2011, the carbon intensity of GDP dropped significantly. However, as national policies continue to tighten, the pressure on local governments to meet energy-saving targets is expected to increase in the coming years. This will require stronger enforcement, better monitoring, and more targeted strategies to ensure sustainable development.
