Summary of Wang Sicheng, a researcher at the National Energy Research Institute, stated on Friday that the National Energy Administration will introduce the "Distributed Photovoltaic Power Generation Project Management Measures" in November. This new policy aims to address key challenges such as financing for distributed photovoltaic projects and to define the scope and scale of PV installations across different provinces. His comments were made during the Fifth China (Wuxi) International New Energy Conference.
Wang emphasized that only 18 demonstration zones will currently be eligible for distributed PV subsidies, while other regions must wait for the official release of the "Management Measures" and corresponding provincial subsidy guidelines. He noted that the full implementation is expected to begin next year, with no subsidies likely to be allocated this year.
He also highlighted that the upcoming policy will clearly outline which parts of the project will use feed-in tariffs and which will rely on distributed subsidies, aiming to bring more clarity to the industry.
Industry experts have previously pointed out that the lack of clear implementation rules and financial support has hindered the large-scale development of distributed PV. As of late August, the National Development and Reform Commission announced a subsidy rate of 0.42 yuan per kWh for distributed solar electricity, but the absence of detailed implementation guidelines has slowed market growth.
According to Wu Cheng, deputy director of the Photovoltaic Professional Committee at the China Renewable Energy Society, the installed capacity of distributed PV is unlikely to exceed 3GW this year, falling short of the initial target of 5GW. Wu Dacheng, another industry expert, stressed that without clear regulations on metering, billing, and financing, the risks involved in developing distributed solar projects remain too high, further delaying widespread adoption.
